The MHCRC contracts with the City of Portland, Office for Community Technology (OCT) for administrative and staffing support services, such as:
- Franchise and PEG fee collection, accounting, and distribution
- Administration of public benefit programs resulting from the cable franchise agreements
- Negotiation of cable franchise agreements, renewals, and transfers
- Franchise compliance oversight
- Cable Subscriber customer service support
